Minimum Requirements:
- Bachelor’s Degree in Engineering, Construction Management, or related field + 12 years of relevant experience or demonstrated equivalency of experience and/or education.
Preferred Qualifications:
- Experience estimating heavy civil infrastrucutre projects in excess of $100 million (Rail,Transit, Water/Wastewater, etc).
- Works toward alignment of customer and company objectives.
- Participates with management in development of strategies and plans.
- Understands estimating terminology and measures and recognizes processes/project actions that may impact the project.
- Participates in the analysis and utilization of estimates to predict key project issues.
- Participates in the evaluation of business opportunities and potential profitability.
- Assists the Project Manager in presenting, trouble-shooting and improving estimates.
- Understands construction means, methods, and sequences.
- Familiar with financial analysis (NPV, ROIC, ROCE).
- Assists in preparing budgets and performance plans.
- Oversees the preparation of crew build-ups and production rate determinations.
- Determines construction equipment selection.
- Manages the preparation of an estimate.
- Leads Project Team estimate reviews.
- Evaluates suitability of scope and execution plan for basis of estimate.
- Reviews and approves Estimate Plans (approach, techniques, level of effort, cost, schedule), Basis of Estimates and qualifications.
- Reviews and approves bid tabulations responding to the customer/Request for Proposal requirements.
- Collects, analyzes and archives project data. Develops historical documentation.
- Reconciles current project estimate comparisons with previous performance and market benchmark data.
- Negotiates internal issues, priorities, and deadlines.
- Prepares and negotiates change orders.
- Performs contingency and risk analysis.
- Delivers estimate presentations to the Executive Review Committee.

The salary range for this position is between $210,000 - $265,000 depending on experience and/or education.
